On December 10, 1983, the United Nations marked the 35th Anniversary of the Universal Declaration of Human Rights. To commemorate this milestone in world history, the United Nations Postal Administration issued on December 9 one of the most unusual, most unique sets of postage stamps in its history. This postage stamp issue was created by Hundertwasser at the invitation of Secretary-General Javier Perez de Cuellar. This occasion was the very first time since its inception that the Secretary-General of the United Nations ever commissioned an artist to create a set of postage stamps for the United Nations.
In connection with these postage stamps series for the United Nations Hundertwasser designed another sketch with the title "The Third Skin", originally with work number 852, later this watercolour was included in the work catalogue with number 901. This design was not realised as a postage stamp, but as an offset lithograph with an edition of 1.500 and it was also used for first day cover design.
