Donated to the Council of Europe on the occasion of the Day of Europe 1985 under the headline "European Culture: Fantasy and Freedom". Hundertwasser's poster was intended as a call to people's creativity, in order to make up for the deficits in our times. Simultaneously the Council was intent on appealing for tolerance towards people of other cultures.
